Hiiumaa offshore windfarm will be the first of its kind in Estonia and one of the largest in Europe with a capacity between 700 to 1100 MW, expected annual turnover of 170-250 MEUR and investments ten times as much.
The opponents of the project challenged the order of the Hiiu county governor from 2015, which endorsed the spatial plan determining the areas suitable for the development of wind energy in the seas surrounding the Hiiumaa island. Following the ruling of the administrative court, the opponents filed a complaint to the appellate court in Tallinn, which found the administrative court’s decision to be adequately made with regard to all of the arguments brought forward by the opponents on 30 October 2017. In addition, the appellate court submitted that some of the opponents did not have the right to challenge the spatial plan in court.
Martin Tamme, managing partner of TGS Baltic in Estonia, comments: "Adopting such spatial plans is a complicated process. The government’s interest in promoting renewable energy is clear and stated in several strategic documents. Of course, there will always be people who don’t accept this development, and concern for the conservation nature of Hiiumaa island is understandable. At the same time different interests are now in balance. For instance, the wind turbines cannot be placed closer than 12 kilometres from the coastline so that their overall impact to the sea views is small. Also, this ruling does not mean that the wind turbines will be built tomorrow. As the development process moves forward there may be additional environmental analyses and additional restrictions. However, this ruling is a big step towards Estonia’s first offshore wind farm."
