In 2019, an international independent panel of experts on European Capitals of Culture named the City of Tartu European Capital of Culture of 2024. TGS Baltic has assisted the capital of culture project from the planning phase of support granted for preparing for and carrying out the project included in the main programme of Tartu 2024 (support for the first part of the main programme).
In the initial consultation phase, the firm’s competition and administrative law experts Triinu Järviste, Triin Kaurov, and Katri Paas-Mohando shared their experience mainly in the field of state aid – proposed alternative possibilities for granting state aid and assisted in structuring the project support measure for major events so that it would comply with the European Union state aid rules. After that, they contributed to formulating the project support regulation based on which, support will be granted in 2021–2025 to dozens of organisers of major events in the framework of the capital of culture project.
At the same time, TGS Baltic’s senior associates specialising in commercial and contract law Mari-Liis Orav and Peeter Viirsalu assisted in drafting the production agreement that will be entered into between the organisers of events and the foundation.
The regulation on support for the first part of the main programme of Tartu 2024 was adopted at the 7 October 2021 session of the City Council of Tartu and it entered into force on 15 October 2021. The regulation is available here: https://www.riigiteataja.ee/akt/412102021035.
