Multiple fuel suppliers (EMSI, Alauša) challenged tender conditions, alleging their compliance with the Directive 2007/66/EC of the European Parliament and of the Council of 11 December 2007 amending Council directives 89/665/EEC and 92/13/EEC with regard to improving the effectiveness of review procedures concerning the award of public contract and other requirements of the Law on Public Procurements, implementing EU 2014/24/EU directive.
CPO LT is a central purchasing body in Lithuania, established by the Government of the Republic of Lithuania, which is responsible for centralised purchases for all Lithuanian contracting entities. The annual value of the purchases under frameworks of the CPO LT is approx. EUR 400 million. The value of the tender (framework) for the fuels regarding which arise this judicial dispute is the biggest of the CPO LT and one the highest in the history of the Republic of Lithuania.
