    Darius Miniotas is an advocate with extensive experience of over 10 years in the field of competition law. Darius holds a PhD in Social Sciences (Competition Law) from Vilnius University, the subject of his doctoral theses was assessing vertical agreements in competition law. Darius strengthened his professional qualification while visiting the Max Planck Institute for Intellectual Property and Competition Law in Munich (Germany) and the Academy of European Law in Trier (Germany).

    In the field of competition law Darius mostly specialises in issues of cartel agreements, abuse of a dominant position and state aid, he is also an expert of regulatory matters relating to the telecommunications and electronic communications sector. Darius provides continuous advice to our major clients such as AB Lietuvos paštas, the Lithuanian Cable Television Association, Lietuvos energija, UAB, UAB Litgas, AB Klaipėdos nafta, the Lithuanian District Heating Association, Vilnius City Municipality.

      TGS Baltic team is continuously and extensively assisting AS TV Play Baltics (the biggest satellite TV service provider in the Baltic States) in interactions with regulatory authorities (mostly the Lithuanian Radio and Television Commission). The matters include discussions with the authorities on the nature of cross-border satellite TV services and regulation based on the EU legal framework.

      TGS Baltic assists Bitė Lietuva in a dispute initiated by a virtual mobile network operator regarding allegedly incorrect application of the EU roaming legislation and calculation of roaming tariffs. The claimant alleges that it overpaid the roaming charges in the amount of approx. EUR 0.4 million.

      TGS Baltic provided advice to AB Lietuvos geležinkeliai, a dominant railways operator in Lithuania, in an antitrust investigation led by the European Commission. The Commission suspected that the client abused its dominant position and limited competition on the rail markets in Lithuania and Latvia by removing a railway track connecting the two countries.

      TGS Baltic assisted MTG in launching innovative and modern video-on-demand service Viaplay. The launch was simultaneous in all the three Baltic States, a lot of coordination and team work was required in order to successfully meet the launch date and address all regulatory issues. It was the first of such type, subscription-based service in Lithuania, therefore a lot of issues had to be handled with regulatory authorities.
