    Indrek Kangur primarily advises clients in the fields of real estate, public procurement and competition law. He has experience in advising clients on anti-competition agreements, abuse of dominant position and state aid. His experience in the field of public procurement extends from advising clients in review and supervisory procedures to submitting tenders. He has also advised clients in the preparation of procurement documents and conducting public procurements and subsequent audits.

    He has advised construction companies and real estate developers in numerous planning, construction and use permit procedures, as well as in disputes concerning construction contracts and project management contracts. He has also advised landlords, tenants and real estate agents on issues regarding apartment associations, drafting lease contracts and related disputes.

    In addition, he advises clients on corporate matters as well as M&A, having conducted legal audits, prepared transaction documents and advised clients regarding shareholders agreements.

      Advising Elering in signing 60MEUR agreements for building Balticconnector compressor stations

      The firm advised Estonian electricity and gas system operator Elering in entering into contracts worth approximately 60 million euros for the construction of the Paldiski compressor station serving the Estonia-Finland Balticconnector gas link and the Puiatu compressor station serving the Estonia-Latvia connection.

      TGS Baltic advised UAB Ermitažas, a major Lithuanian chain offering finishing goods, gardening items, and construction materials, in the acquisition of the Estonian company Bauhof, which is a leader in the same sector. After the acquisition UAB Ermitažas became the third largest merchant of construction materials and household items in the Baltics.

      Estonian M&A team of TGS Baltic led by partners Kadri Kallas and Sander Kärson advised Euroapteek, part of the Nordic and Central and Eastern Europe’s leading pharmacy group Euroapotheca, on the acquisition of Ülikooli Apteek pharmacy chain in Estonia, after which Euroapteek integrated 13 Ülikooli Apteek branded pharmacies to its network of 73 pharmacies.

    • Representing Lietuvos Energija and its subsidiary Tuuleenergia regarding the wind turbines of Tamba

      Representing Lietuvos Energija and its subsidiary Tuuleenergia in the process of legalising the wind turbines of Tamba. With the decision of the Supreme Court the use permits of Tamba wind turbines were withdrawn and possible demolition of the turbines was at stake. It was a highly complex case that combined environmental issues, objections from The Ministry of Defence due to impact on radars, foreign investments protection issues as well as state aid issues.

    • Performing in-depth legal analysis for the Ministry of Economic Affairs and Communications

      Performing in-depth legal analysis for the Ministry of Economic Affairs and Communications regarding the compatibility to the EU state aid rules of the structural funds financing agreements with KredEx and KredEx Krediidikindlustus and of the loans, securities and export credit provided under these agreements.

      Advising Finnish pet food producer Prima Pet Premium Oy on the LDD and acquisition of Estonian pet food production factory Pandivere L.T.
