Katri Paas-Mohando has over 15 years of practical experience in advising clients in competition and European Union law, regulatory sectors, trade and advertising law, and consumer relations. She is also actively involved in various aspects of legislation (including stakeholder engagement, assessment of impact, analysis of draft legislation). She has experience in solving highly complex legal issues, which – in addition to thorough legal knowledge – require economic and technical knowledge. At the same time, she has also paid a great deal of attention to the daily counselling and compliance of companies through in-service courses based on the specifics of each company and field of activity. Her clients include companies from various economic sectors, including manufacturing, retail and wholesale, pharmaceuticals and healthcare, energy, electronic communications and others.
Katri Paas-Mohando has extensive experience in advising on various aspects of merger control; during her career she has consulted in nearly one hundred transactions and represented companies in dozens of merger control proceedings in the Competition Authority. She also has extensive experience in competition law and state aid related to the exercise of public authority, having represented clients in a number of state aid proceedings before the European Commission and conducting analyses of compliance with state aid rules.
In addition to a long-term professional career in Estonia, she has been practising competition law in the Competition Team of the European Commission's Legal Service and at Allen & Overy LLP in Brussels. She is also a competition law and legislative process lecturer at the University of Tartu.
Katri Paas-Mohando has an impressive academic background. In addition to master studies at the University of Helsinki, National University of Singapore and New York University, she has defended the first competition law related PhD thesis in Estonia at the University of Tartu. In her PhD thesis, she thoroughly examined the impact of the size of the economy on competition law. She has written several articles and studies on competition law in Estonia and the European Union.
