    Katri Paas-Mohando has over 15 years of practical experience in advising clients in competition and European Union law, regulatory sectors, trade and advertising law, and consumer relations. She is also actively involved in various aspects of legislative process (including stakeholder engagement, regulatory impact assessment). She has experience in solving highly complex legal issues, which – in addition to thorough legal knowledge – require economic and technical knowledge. At the same time, she has also paid a great deal of attention to the daily counselling and compliance of companies through, including providing trainings based on the specifics of each company and field of activity. Her clients include companies from various economic sectors, including manufacturing, retail and wholesale, pharmaceuticals and healthcare, energy, electronic communications and others.

    Katri Paas-Mohando has ample experience in advising on various aspects of merger control; during her career she has consulted in nearly one hundred transactions and represented companies in dozens of merger control proceedings in the Competition Authority. She also has extensive experience in public sector related aspects of competition law and state aid, having represented clients in a number of state aid proceedings before the European Commission and conducting compliance analyses.

    In addition to her long-term professional career in Estonia, she has practised competition law in the Competition Team of the European Commission's Legal Service and at Allen & Overy LLP in Brussels. She is also a competition law lecturer at the University of Tartu.

    Katri Paas-Mohando has an impressive academic background. In addition to master studies at the University of Helsinki, National University of Singapore and New York University, she has defended the first competition law-related PhD thesis in Estonia at the University of Tartu. In her PhD thesis, she thoroughly examined the impact of the size of the economy on competition law. She has written several articles and studies on competition law in Estonia and the European Union.

      Advising Swedbank on state aid rules applicable to borrowers and lenders.

    • Advising Starman on merger control issues

      Advising Starman on merger control issues in relation to the sale of Starman to Elisa, which was one of the biggest M&A deals in the Baltics in 2016.

    • Performing in-depth legal analysis for the Ministry of Economic Affairs and Communications

      Performing in-depth legal analysis for the Ministry of Economic Affairs and Communications regarding the compatibility to the EU state aid rules of the structural funds financing agreements with KredEx and KredEx Krediidikindlustus and of the loans, securities and export credit provided under these agreements.

    • Representing Estonian Pharmacies Association in the European Commission

      Representing Estonian Pharmacies Association in state aid complaint proceedings in the European Commission against the Republic of Finland in relation to alleged illegal state aid granted to Finnish pharmacy chain Yliopiston Apteekki and in appeal proceedings in the General Court.

      Advising Euroapteek, part of the Nordic and Central and Eastern Europe’s leading pharmacy group Euroapotheca, on competition and regulatory issues related to the acquisition of Ülikooli Apteek pharmacy chain in Estonia and representing in the merger control proceedings in the Estonian Competition Authority.

    • Advising Ermitažas in acquiring Bauhof

      Advising and representing Ermitažas, belonging to Vilniaus Prekyba Group – one of the largest trade companies in Baltic States, Central and Eastern Europe region, in the Estonian merger control proceedings in relation to the acquisition of Bauhof and in all competition law aspects of the transaction. After the acquisition Ermitažas became the third largest merchant of construction materials and household items in the Baltics.

    • Advising Elering in state aid issues

      Advising Estonian electricity transmission system operator Elering in state aid issues related to payment of renewable energy support based on Estonian Energy Market Act, which implements the European Commission’s decision SA.47354 approving the Estonian RES and CHP schemes.

    • Advising the City of Tallinn in preparing the state aid notification to the European Commission

      Advising the City of Tallinn in preparing the state aid notification to the European Commission for financing the reconstruction of Linnahall (City Hall) and establishing a multi-functional cultural and conference centre.

    • Advising Omniva in a broad range of competition law and state aid issues

      Advising the leading Estonian postal services provider Omniva (Eesti Post) in a broad range of competition law and state aid issues including competition law trainings and audit, advising regarding the pricing and other daily questions related to competition law and postal sector regulation, representing in the Estonian Competition Authority and court.

    • Advising State Forest Management Centre on state aid and administrative law

      Advising State Forest Management Centre on state aid and administrative law aspects related to the sale of timber derived from state forest.

    • Representing SCHWENK Zement in merger control proceedings in Estonian Competition Authority

      Representing successfully the German cement manufacturing group SCHWENK Zement in merger control proceedings related to the acquisition of east and north European operations of cement manufacturer CEMEX.

    • Representing Estonian Authors’ Society in the Estonian Competition Authority

      Representing Estonian Authors’ Society, the Estonian authors’ collective management organisation, in alleged abuse of dominance proceedings. The case was initiated further to the complaint by Estonian Hotel and Restaurant Association alleging the that the licence fees charged by the Estonian Authors’ Society for the presenting music in hotel rooms were excessive. Our mandate involved inter alia conducting an extensive comparison of licence fees across EU Member States. The case was closed successfully for the Estonian Authors’ Society as the authority established no significant violation.
