Mindaugas Civilka is a partner and advocate at TGS Baltic with more than 20 years of experience. In addition to his legal practices, Mindaugas is also active in research. He delivers seminars and training to advocates, associate advocates, judges, has published numerous articles and essays on various topics of IT, personal data protection and competition law.

Mindaugas Civilka heads the Technology Industry Group of the firm, he also chairs the data protection specialisation group.

    Mindaugas advises clients on a wide range of most difficult personal data and privacy protection, cybersecurity, intellectual property, commercial and contractual issues, leads most important GDPR, software licensing and cloud services, IT-related projects, represents the clients in data protection authorities, institutions and courts. 

    His most recent projects include full range advice to leading retail chain operator in the Baltics on GDPR implementation, GDPR compliance advisory to leading pharmacy chain, advice to car-sharing service provider in development of mobile app, representation of sports club in data protection authorities during investigation related to use of biometrical data of the clients, representation of the client in the court challenging the first fine imposed under GDPR in Lithuania.

      TGS Baltic has acted as the leading legal advisor for Euroapotheca in EUR 700 M transaction

      TGS Baltic has advised Euroapotheca, UAB in joint venture with Oriola Corporation, which will be a merger of the Swedish pharmacy businesses of both the parties: Euroapotheca’s Apoteksgruppen and Oriola’s Kronans Apotek. The transaction will create the third largest pharmacy chain in Sweden.

      TGS Baltic assessed the evaluation of the GDPR conformity

      TGS Baltic assessed the evaluation of the GDPR conformity performed by other service providers and their conclusions, presented comments and identified certain shortcomings. The project included review of prepared reports and documents, also checking of the Company’s employees’ workplaces and instruments.

      TGS Baltic carried out a comprehensive assessment of GDPR compliance: reviewed and checked the business processes of the company, and drew up a particularly detailed report and an action plan. As the project progressed, detailed consultations relating to the implementation of the action plan and the drawing up and application of the required documents were provided. The implementation of the project required specific knowledge on the regulation of the provision of physical protection services.

As the project progressed, detailed consultations relating to the implementation of the action plan and the drawing up and application of the required documents were provided. The implementation of the project required specific knowledge in a strictly regulated area, i.e. the regulation of payment institutions.

      TGS Baltic performed comprehensive evaluation of the GDPR conformity: reviewed and checked business processes in the company, prepared a particularly detailed report and an action plan. In the further course of the project, detailed consultations were provided in connection with implementation of the action plan and preparation and adaptation of necessary documents. Implementation of the project required specific knowledge in the field subject to strict regulation – regulation of provision of health care services.

      TGS Baltic provides consultations related to the fine imposed by the State Data Protection Inspectorate, it assisted in complaining about the decision of the State Data Protection Inspectorate and represents the Company in the ongoing litigation. TGS Baltic also helped the Company to get ready for the GDPR: evaluated processes, prepared documents, agreements with service providers and presented conclusions and proposed improvements.
