    Sandra Bliuvaitė-Šulcienė is a Partner at law firm TGS Baltic. Sandra has over 12 years of practice in providing legal services in the areas of territory planning, construction and real estate law to Lithuanian and foreign clients (real estate developers, designers, contractors, energy companies, etc.).

    Sandra has also gained significant experience in law-making in both preparing draft legal acts and proposals for amendments thereof (inter alia, for the Construction Law of the Republic of Lithuania, the Law of the Republic of Lithuania on Territory Planning, the Law of the Republic of Lithuania on Special Conditions of Use of Land, the Law of the Republic of Lithuania on Municipal Infrastructure).

    In her practice Sandra has advised UAB Schage Real Estate, VĮ Lietuvos oro uostai, VĮ Ignalinos atominė elektrinė, AB Lietuvos dujos. Currently Sandra works with AKROPOLIS GROUP, UAB, UAB M.M.M. projektai, UAB BALTISCHES HAUS, AB Amber Grid.

      TGS Baltic advised a consortium of banks on approx EUR 265 million refinancing of Press Glass, a leading European producer of processed glass

      TGS Baltic, together with the cross-border Dentons team, advised a club of four banks, consisting of PKO Bank Polski, ING Bank Śląski, Santander Bank Polska and BNP Paribas Bank Polska, on approx EUR 265 million refinancing of the indebtedness of Press Glass and the financing of its further investments, including new production plants in Lithuania and Wales.

      TGS Baltic advised UAB XXT, controlled by UAB M.M.M. projektai, on selling the S7 office complex to Eastnine, a Swedish investment company. The transaction is a record transaction in the office real estate segment in the Baltic States and by far the largest acquisition of commercial real estate in recent years.

      Advised VĮ Ignalinos atominė elektrinė (Ignalina Nuclear Power Plant) on a project of modernization works in an object of particular importance. Legal services included preparation of special terms and conditions of the contract and negotiations with the institution financing the project for approval of such contractual conditions. Transaction value: over EUR 7 million.

    • Provided legal advice in a pre-trial dispute

      Provided legal advice in a pre-trial dispute regarding the preparation of the special plan of an electricity transmission line and the establishment of related servitudes on the parcels, which included the assessment of the validity of the territorial planning process and of the solutions contained in the territorial planning document, the compliance thereof with the territorial planning documents of superior legal force and legislation, drafting of complaints to state authorities, as well as negotiations on a settlement agreement and the coordination of its conditions.

    • Provided legal services to Lietuvos dujos on various issues related to real estate in implementing the EU Third Energy Package in Lithuania

      Provided legal services to Lietuvos dujos, AB, Lithuanian operator of the natural gas transmission and distribution system and key supplier, on various issues related to real estate in implementing the EU Third Energy Package in Lithuania (legally unbundling the transmission system operator by spinning off and the distribution system operation by selling off).

    • Provided legal services in two large real estate consolidation and sale projects

      Provided legal services in two large real estate consolidation and sale projects in connection with a 2 ha territory in the center of Vilnius. In implementing the projects, 3 land plots were formed on the basis of more than 20 land plots for construction of residential buildings and commercial objects, subsequently sold to two ultimate developers by two separate transactions.
